This National Guard position is for an AUDITOR, Position Description Number T5144000 and is part of the IL USPFO, National Guard.

This job announcement is open to receive applications from the first 100 applicants. The job announcement will remain open until either the quota of 100 applicants, or 03/23/2018 is reached.

AREA OF CONSIDERATION: This position is in the Exceptive Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA).

PLEASE NOTE: The FIRST area of consideration for this position will be all On-Board T5 & T32 Permanent and Excepted Indefinite Federal Employees/Technicians within the ILNG.

The SECOND area of consideration will be all On-Board T32 Excepted Technicians within the ILNG.

The THIRD area of consideration will be current Army M-Day & Air DSG within ILNG membership.

The FOURTH area of consideration will be all current Federal Employees (from any agency).

The FIFTH area of consideration will be all Federal re-employable eligibles.

The SIXTH area of consideration will be Applicants willing to become T32 DS Technicians and gain ILNG membership.

The SEVENTH area of consideration will be U.S. Citizens.

Tenure 1, 2 and 3 federal employees/technicians (T32 and T5) within the agency. Tenure can be located in block 24 on your latest SF 50.

As an AUDITOR, GS-0511-12, you will: Perform audits on a variety of programs and assess efficiency, effectiveness, and compliance with program laws, regulations, and provisions.

Audit projects without precedent or of such a nature as to require original assessment and considerable judgment to develop an audit plan and devise detailed fact-finding techniques.

Study available background material to gain program information and discover leads.

Prepare audit programs based on the use of appropriate advanced audit techniques.

Perform survey work to identify potential operating/financial management problems. Review operating procedures and management practices of audit activity. Prepare audit lead sheets to identify potential weaknesses in internal controls.

Explain the purpose and procedures regarding audits to management officials and answer any questions.

Accomplish a variety of audit techniques (e.g., interviews, computer assisted, statistical analysis, and questionnaires) in gathering, documenting, and summarizing data.

Prepare audit reports that present findings, identify causative situations, and recommend corrective action.

Perform audit follow-up on agreed-to findings, recommendations, and monetary benefits made during the previous audit.

Provide unscheduled, quick reaction troubleshooting capabilities to the command to prevent or correct serious, high-profile problems.

Level III Financial Management Certification is Required for this position, candidates must obtain certification within 24 months of employment.


Basic Requirement:

Completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

SPECIALIZED EXPERIENCE: Candidate must have at least 36 months of financial audit and/or performance audit experiences that led to objective and systematic examinations and resulted in independent assessments of the National Guard unit's performance, efficiency, organization, program, activity or function. The applicant's experiences and competencies provided an in-depth knowledge of auditing principles and procedures. The applicant must have experiences in audit preparations, planning, conducting, and reporting with a full-range of competencies in the auditing business that successfully accomplished intended purposes; met or exceeded operational efficiency; provided accurate, reliable, timely, and useful financial audit data; or demonstrated experiences in conducting audits that involved evaluating financial management in terms of economical use of property and personnel. Other audit experiences included adherence to prescribed policies; effective control over expenditures, liabilities, revenues, and assets; proper accounting for resources and financial transactions; compliance with applicable laws, regulations, and precedent decisions; and compliance of agency accounting systems with generally accepted accounting principles and standards. An applicant's specialized audit program experiences must include audit report preparations and oral presentations that involved significant audit findings and discovered conditions with cause and effect factors. The applicant must demonstrate experiences that involved presenting researched recommendations for remedial actions, such as addressing methods for improving the use of funds and the identification of questionable costs. Candidate must have a comprehensive understanding of the principles and concepts of the National Guard audit business program requirements. Applicants must have auditor experiences and training that demonstrated his or her abilities to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies and procedures. As a condition of continued employment in the this position, the employee must complete the higher financial management certification within 24 months of appointment to the position.

1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.


2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours, however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in Paragraph One, provided that:(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study described above in Paragraph One; and (c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
