The California High Speed Rail (CAHSR) Authority has contracted with WSP for program management services. As a result, we have an opportunity for a Quality Engineer/Auditor
to join our Program Quality Management Team (QMT) in Sacramento, CA
. This individual will provide quality engineering, auditing, and coaching services to headquarters and field-based entities during all phases of rail system design, construction, procurement, and delivery. The role requires collaboration and teamwork, communications, and confidence. The position may be based in Sacramento or Fresno and reports to the CAHSR Program Delivery Quality Manager (PDQM).
Duties and Responsibilities:
Assist with Quality Management System (QMS) development, implementation, integration, and improvement.
Provide Quality/QMS-related coaching, mentoring, and guidance to non-quality professionals.
Develop and maintain quality performance metrics to facilitate data-driven decision making.
Plan, coordinate, lead, and/or participate in quality audits to assess QMS capability and implementation, ISO 9001 conformance, and compliance with program/contractual requirements.
Document, report, and effectively communicate significant quality-related issues, problems, concerns, and findings.
Follow established audit, non-conformance management, continuous improvement, records management and other quality management-related procedures, processes, and activities.
Assist with development of a Program Quality Manual, update and revision of the Program Master Quality Plan, and preparation of other Quality-related manuals, plans, policies, and procedures.
Select and employ appropriate quality tools to plan, gain consensus, solve problems, organize information, identify root causes, analyze data, prioritize, and clarify thinking.
Prepare detailed reports, spreadsheet analysis, and presentation materials.
Perform detailed contract reviews to evaluate quality-requirement inclusion, sufficiency, and clarity.
Help contractors interpret, understand, and comply with contractual and program quality requirements.
Identify deviations and non-conformances from established standards and requirements — recommend, evaluate, approve corrective/preventive actions, and follow-up to ensure timely resolution.
Identify opportunities for improvement and manage implementation using basic project management tools.
Create, populate, and maintain quality-related tracking, requirement, and activity databases.
Manage/facilitate Internal Process Improvements (IPIs) activities.
Liaison between the contractors and other program entities.
Represent the quality program/function at stakeholder meetings and workshops.
Facilitate continuous improvement by sharing knowledge, best practices, and lessons learned. Conduct QMS, quality awareness, and quality tool training as time permits.

Ability to effectively use and perform basic upkeep on an MS Windows-based computer — navigate folder and file structures, access applications, and save and retrieve documents, files, data, and information.
Proficiency in using the Internet and online applications to communicate, perform research, participate in quality related discussions, share information, and collaborate.
Proficiency in Microsoft Office (Outlook, Word, Excel, and PowerPoint), Visio, and SharePoint.
Strong problem-solving, workload management, and organizational skills with limited or no supervision. Ability to work well within a highly-energized work environment with changing priorities.
Ability to analyze complex data and situations, and resolve them using sound, professional judgment.
Ability to coach, mentor, prioritize the daily work of, and motivate team members.
B.S. in Civil Engineering, Quality, Construction Management, or other related field.
12 years' professional experience in quality management, engineering, and/or auditing Strong interpersonal — verbal and written — communication skills.
Experience managing, coaching, guiding, and assisting technical and administrative staff.
Experience leading and/or participating in quality assurance audits.
Experience with rail construction, delivery, systems, or operations and maintenance quality strongly preferred.
Working knowledge of ISO 9001:2015 requirements.
ASQ Certified Manager of Quality/Organizational Excellence (CMQJOE), Quality Engineer (CQE), or Quality Auditor (CQA) strongly preferred.
Certified ISO 9001 (Lead) Auditor preferred.
Certified Six-Sigma Black or Green Belt (CSSBG) preferred.
Knowledge of LEAN tools and methodologies, process mapping and analysis, planning, measurement, and continuous improvement preferred.
