OverviewnWe are currently seeking an experienced, dynamic and collaborative professional to serve as a Manager of Internal Audit within our Internal Audit team.  This person will assist in the development and execution of comprehensive audit plans.   Reporting to the Director of Internal Audit you will:nn Perform and manage advanced and specialized audits of the Universal Service Fundu2019s contributors or beneficiaries, as well as supervise internal audit staffnnThis is an outstanding career opportunity for an individual interested in a genuine professional challenge in support of a public-spirited mission.nResponsibilitiesnWorking in a creative and fast-paced environment, the Manager of Internal Audit will perform and manage advanced and specialized audits of the Universal Service Fundu2019s contributors or beneficiaries, as well as supervise internal audit staff. Among others, your responsibilities will include the following:nn Performing project management duties in the planning, scheduling, coordinating, reviewing and reporting the work of audit teamsn Providing expertise in auditing standards and performance criterian Developing procedures, schedules, priorities and programs for achieving audit objectives and goalsn Reviewing work papers completed by audit team membersn Communicating audit results, in oral or written format, to the auditee, USAC management, USAC General Counsel, and/or the Audit Committeen Assisting in the hiring of team membersn Leading, mentoring, and developing staff members as well as addressing employee relation mattersn Conducting annual performance appraisals of subordinate positionsn Assisting with the management of contracts for outsourced auditsn Coordinating necessary audit efforts for whistleblower investigationsn Assisting in the preparation of issue papers and reports for the Board of Directors and FCC n Presenting audit reports to respective programmatic committees and the Audit Committeen Identifying audit issues that require FCC guidance and raising those issues with FCC staff in a timely and appropriate mannern Managing and coordinating ad hoc requests from the FCC n Pursuing professional development opportunities, including external and internal training and professional association memberships, and sharing information with co-workers to contribute to the growth and development of the Internal Audit Divisionn Assisting in other internal audit special projects as needednnAbout Youn nThe successful candidate will excel at operating in a diverse and fluid environment, and will be crucial for the success of the Internal Audit Division.nn You are passionate about our mission to help Americans gain access to essential communications technology n You are a problem solver with great attention to detail, can work with little supervision, multi-task, and learn quicklyn You have strong interpersonal skills and the ability to work in high-pressure situationsn You have 5 to 7 years of experience performing duties similar to those listed aboven You have a CPA or CIA certificationn You have to 7 years of experience in Accounting and Auditingn You have up to 2 years of experience in direct managementn You possess a Bacheloru2019s degree from an accredited institution in a related field (preferably Audit, Accounting, Finance and/or Business)nnThe following skills are desired:nn You have experience in the Telecommunications industryn You have knowledge of the Microsoft Office Suiten You are familiar with Audit Command Language (ACL)nnAbout USACnThrough its administration of the $10 billion Universal Service Fund (USF) programs on behalf of the FCC, USAC works to promote the availability of quality services at just, reasonable and affordable rates and to increase access to advanced telecommunications services throughout the nation. Specifically, the USF programs provide funding for the expansion of telecommunications and broadband access to rural communities and health care facilities, schools and libraries across the country, and low income households. Through program administration, auditing, and outreach, USAC works with contributors, service providers, and program beneficiaries to achieve the program goals articulated by the FCC for each of these programs. n nThe FCC has reformed the USF to support further investment in and access to evolving broadband infrastructure, making the programs a primary vehicle to support this critical national priority. USAC, as the administrator of the USF, plays a critical role in supporting the ambitious vision to ensure that all citizens in the United States have access to high-speed broadband. The organization has approximately 500 employees with an operating budget of more than $200 million. USAC works in close partnership with the FCC and other federal and state partners to support the achievement of the USF program goals. n nUSAC administers the USF programsu2014High Cost, Lifeline, Rural Health Care, and Schools and Libraries. USAC strives to provide efficient, responsible stewardship of the programs, a key national asset in making important telecommunications and Internet services available to consumers, health care providers, schools, and libraries throughout the United States. The program divisions are supported by additional USAC personnel in Finance, General Counsel, Information Systems, Internal Audit, the Enterprise Program Management Office and Human Resources. Consistent with FCC rules, USAC does not make policy for or interpret unclear provisions of statutes or the FCCu2019s rules. n nUniversal service is paid for by contributions from telecommunications carriers, including wireline and wireless companies, and interconnected Voice over Internet Protocol providers, including cable companies that provide voice service, based on an assessment of their interstate and international end- user revenues.
