This Job Opportunity Announcement may be used to fill other Supervisory Auditor, GS-511-14, FPL 14

positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.

A supervisory probationary period may be required.

This position is ELIGIBLE

for telework; additional criteria will be required (e.g., supervisory approval).

This is a NON-BARGAINING

unit position.

Relocation expenses will not be paid.

Responsibilities

The individual selected for this position will:

Manage the financial audit and management's responsibility for internal control (A-123) programs, including risk assessment on major programs. Evaluate the management of internal review activities.

Recommend policies and procedures. Prepare formal reports and briefs high-level management in the Bureau. Provide advice, assistance and guidance on the management of (installation) level internal review activities.

Prepare internal audit plans based on the use of the most appropriate advanced techniques. Conduct quality internal audits in accordance with applicable standards. Document audit findings and results. Prepare reports, identifyng causative situations and recommends corrective actions.

Coordinate, plan, direct and conduct compliance reviews of Bureau activities where deficiencies have been previously reported by internal audits and insure implementation of recommendations. Analyze the effectiveness and impact of recommendations issued to correct problems of significant complexity.

Supervise subordinate staff to include, facilitating a teamwork approach to accomplish plan activities, resolve conflicts, and identify developmental opportunities for staff. Recruit, hire, promote and train staff based on EEO principles.

Qualifications

Minimum Education Requirement:

Basic Requirements

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.)

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13

in the Federal service. Experience for this position includes: performing the full range of supervisory functions, to include planning, assigning, and reviewing work and evaluating performance. Experience in performing financial and non-financial audits and internal control reviews, and agency risk management issues; ensure effective planning, reporting, and direction of agency's financial operations; interpretation of ambiguous guidelines and application for complex regulations; financial impacts and resolving critical problems or developing new concepts, policies/procedures and methodologies. Expert experience of the techniques on auditing, and on new changes and developments in the principles and practice of auditing; and experience of preparing high-quality audit reports and written products.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
